For example, 

If everybody did a bunny, and they were supposed to dress like their animal,

It would be hard/easy for animal hq to decide. And plus, if not everybody did the same animal, if ajhq picked a winner, people might assume that aj hq is showing favoritism towards that animal. ESPECIALLY if that animal already has its own party.
